16 CFR 1610 Textile Clothing Testing--Product Classification:

This standard classifies the flammability of apparel textiles into three levels based on test results:

Level 1: Normal flammability;

Level 2: Intermediate flammability;

Level 3: Rapid and intense burning;

16 CFR 1610 Textile Clothing Testing--Scope of Application:

16 CFR 1610 applies to textile fabrics or related materials used in clothing articles in their ready-to-wear form or state, including finished garments and apparel items available for consumer use.

Specific exemptions: All fabrics of the following types, or products entirely made from one or more of these fabrics, are exempt from testing requirements (draft affidavit):

(1)Plain fabrics, regardless of fiber content, weighing 2.6 ounces or more per square yard.

(2)All fabrics, plain and pile, regardless of weight, made entirely from any of the following fibers or entirely from combinations of the following fibers: acrylic, modacrylic, nylon, olefin, polyester, wool.
