Currently, the Chinese paper industry faces challenges such as shortages in raw material resources, persistent pollution issues, and relatively outdated technology. According to statistics, due to the scarcity of forestry resources in China, the national pulp consumption in 2008 was composed of 22% wood pulp, 18% non-wood pulp, and 60% waste paper pulp. Among these, waste paper pulp and wood pulp raw materials are primarily imported. Taking waste paper as an example, the proportion of imported waste paper raw materials in total waste paper consumption increased from 26% in 2000 to 46% in 2008, requiring substantial foreign exchange expenditures annually. These figures indicate that China's domestic pulp sources are structurally imbalanced compared to modern paper industries worldwide, which predominantly use over 90% wood pulp for papermaking. The fundamental solution lies in leveraging technological advancements to develop pulp resources suited to the country's specific conditions. Since the mid-1980s, when the integration of forestry and paper production was advocated, decades have passed. By the end of 2003, the area of fast-growing and high-yield plantations in China was less than 3 million mu, accounting for only 1.4% of the total planned area. Moreover, many enterprises planted fast-growing trees primarily for ornamental purposes, with minimal use in papermaking. Projections indicate that by 2010, China's paper product market consumption will reach 80 million tons. If the goal is to address the structural imbalance in pulp sources and achieve a domestic wood pulp proportion of 90% by then, approximately 180 million cubic meters of timber would be required annually.
