Before the 1960s, the focus was primarily on safety requirements, continuously improving equipment to protect people and using automated control methods to enhance the protective performance of processes;

After the 1970s, attention shifted to the study of human behavior and the examination of the relationship between people and the environment;

After the 1980s, a series of safety management ideas and methods gradually developed and took shape.

HSE integrates health, safety, and environment as a whole.

Since the management of health, safety, and environmental hazards shares similar principles and outcomes, and the three are inextricably linked in practice, it is natural to manage health (H), safety (S), and environment (E) as an integrated system. In 1991, the SHELL Company Committee issued guidelines for health, safety, and environment (HSE) policies. In 1919, the first International Conference on Health, Safety, and Environment in Oil and Gas Exploration and Development was held in The Hague, Netherlands, and the comprehensive concept of HSE gradually gained widespread acceptance.
