Coal Mine Safety Certification is the abbreviated term for the safety certification mark of coal mine products. The safety certification management system for mining products is a mandatory management system applied to products related to mine safety production and the safety and health of miners (including equipment, materials, safety instruments, etc.). For mining products included in the safety certification management, production units must obtain the safety certification mark before they can manufacture and sell them, and mines can only purchase and use them. The mining product safety certification mark serves as an identifier and credential confirming that the product complies with national standards, industry standards, and mine safety regulations, permitting production units to manufacture and sell, and user units to purchase and use. It also acts as a crucial tool and basis for relevant departments and safety production supervision agencies to carry out equipment safety supervision and inspection in accordance with the law.

Certification Procedure

To apply for the safety certification mark, manufacturers of safety-certified products must go through several steps: application submission, preliminary review and qualification registration, evaluation, and certification issuance. Applicants for the mining product safety certification mark (hereinafter referred to as the applicant) should submit their application and materials to the National Center for Mining Product Safety Certification (hereinafter referred to as the National Center).

(1) Production units applying for the safety certification mark must meet the following conditions:

① Possess a business license issued by the administrative department for industry and commerce;

② Have registered capital, production scale, business premises, and technical capabilities suitable for producing mining products;

③ Key management personnel should be familiar with coal mine safety regulations;

④ Have production equipment that ensures product quality compliance;

⑤ Possess inspection and testing methods that meet product safety performance requirements;

⑥ Employ advanced, reasonable, and reliable production processes;

⑦ Maintain a comprehensive and effective quality system;

⑧ Meet the conditions for finished product production (assembly) and factory inspection;

⑨ Fulfill other relevant conditions.

(2) Products applying for the safety certification mark must meet the following conditions:

① Meet coal mine safety production requirements and comply with current national safety standards, industry safety standards, and the "Coal Mine Safety Regulations";

② Have accurate and complete technical documentation;

③ For new products using new materials, technologies, or processes, provide identification or evaluation opinions recognized by provincial or ministerial-level safety production supervision (inspection) agencies;

④ Fulfill other relevant conditions.

(3) Production units applying for the safety certification mark for mining products must complete the "Safety Certification Mark Application Form" in duplicate and submit the following materials to the certification body:

① A copy of the business license, stamped with the applicant's official seal;

② Technical documents such as product production standards (technical conditions), product drawings, and process flowcharts;

③ Product photographs;

(4) Other relevant materials. Preliminary Review and Acceptance: The National Center conducts a preliminary review of the application materials submitted by the applicant. If the requirements are met, the Center signs an application contract with the applicant and accepts the application. Technical Review and Product Testing: The National Center organizes technical reviews of the applied products and commissions testing institutions authorized by the national safety supervision authority to conduct product inspections. On-Site Evaluation: The National Center organizes an evaluation team to conduct on-site inspections and assessments of the applicant's qualifications, production capacity, and product safety performance assurance system.
